International Memorandums Signed
2006
In June 2006, Professor G. Gavardashvili was invited to Hessen University in Germany for two months to deliver lectures. During this time, the first international contract was signed between the International Center for Environmental Protection at Hessen University and the institute. Two months later, in a reciprocal visit, the director of this center, Professor Lorenz King, along with Dr. Eliso Narimanidze and Michael Schaefer (a master’s student jointly supervised by Lorenz King and Givi Gavardashvili), visited the institute from Germany. As part of this agreement, a grant project titled “To Protect St. George’s Church in Mleta from Mudflows” was developed and submitted in Germany for funding (see photos 1, 2, 3).

On April 30, 2007, the Institute was visited by Professor Sergey Chernomorets, General Director of the Engineering Geodynamics and Monitoring Center of Moscow’s Lomonosov State University, marking the beginning of scientific and educational cooperation between the Institute and Lomonosov Moscow State University through the signing of a memorandum of cooperation (see Photo 6).

2008
- On May 30, 2008, in celebration of the 80th anniversary of the founding of the Institute of Water Management, a contract was signed between the institute and the United Nations Educational, Scientific and Cultural Organization (UNESCO) (#4500046308), which outlined the organization of an international symposium titled “Floods and Modern Methods of Combating Them” at the institute from September 23-28, 2009.
- On July 27, 2008, a contract was signed between the institute and the Swiss Agency for Development and Cooperation (SDC). The grant project aimed to assist the Lentekhi Municipality in areas prone to natural disasters.
- On October 2, 2008, an agreement was signed between the institute and the Scientific Research Institute of Hydrotechnics and Melioration of Azerbaijan.
- On October 3, 2008, an agreement was signed between the institute and the Institute of Water Problems and Hydropower of the National Academy of Sciences of Kyrgyzstan.
2009
- On March 24, 2009, an agreement was signed between the institute and the Yerevan State University of Architecture and Construction.
- On December 28, 2009, a contract was signed between the institute and the Industrial Waste Center of Kharkiv, Ukraine.
2010
From June 19-28, 2010, the institute’s director, Prof. Givi Gavardashvili, Doctor of Technical Sciences, visited Wroclaw, Poland. At Wroclaw University, the director delivered a lecture on the institute’s 2010 scientific themes, international relations, and future prospects. Following negotiations between the institute’s director and Prof. Roman Kolacz, Rector of the University of Environmental and Life Sciences in Wroclaw, a memorandum draft was prepared.

On July 5, 2010, the Rector of Wroclaw University of Environmental and Life Sciences, Dr. Prof. Roman Kolacz, along with Dr. Prof. Jerzy Sobota, Dean of the Faculty of Environmental Protection and Engineering Sciences at the same university, paid a business visit to the Georgian Institute of Water Management. A memorandum of scientific cooperation was signed between the Institute of Water Management and Wroclaw University, aimed at preparing international grant proposals for submission to the European Union.

On the morning of October 1, 2010, a working meeting took place in the city of Jermuk, Armenia, as part of the memorandum signed between the Armenian University of Architecture and Construction and the Georgian Institute of Water Management. The meeting was held between the Rector of the University, Dr. Prof. Hovhannes Tokmajyan, and the Director of the Institute, Dr. Prof. Givi Gavardashvili. The meeting was also attended by full professors from the Georgian Technical University, Dr. Gela Kipiani and Dr. Revaz Tskhvedadze. Later that day, a reception was held with the Chairman of the Armenian Committee of Science and Technology, Dr. Prof. Samvel Arutyunyan.

On December 9, 2010, at the Institute of Water Management, the Director of the Institute, Dr. Prof. Givi Gavardashvili, and the Director of Azerbaijan’s Scientific Research Institute of Water Problems, Elchin Ganbarov, signed a memorandum of scientific and practical cooperation between the two institutes.

2011
On April 13, 2011, after participating in the 1st World Conference at the University of Maryland, the Director of the Institute, Prof. Givi Gavardashvili, signed a memorandum of cooperation between the Civil and Environmental Engineering Center of the Department of Technology and Systems Management at the University of Maryland and the Georgian Technical University’s Institute of Water Management. The memorandum includes provisions for the exchange of students, young scientists, specialists, master’s, and doctoral students, as well as collaboration in preparing international grant proposals (see photo).

2012
- On November 1, 2012, in Ryazan (Russia), international memorandums were signed:
- Between the Georgian Technical University’s Institute of Water Management and the Meshchersky Branch of the A. Kostyakov Scientific Research Institute of Hydraulic Engineering and Melioration under the Russian Academy of Agricultural Sciences (Director: Prof. S. Peregudov, Candidate of Agricultural Sciences).
- Between the Georgian Technical University’s Institute of Water Management and Russia’s Meshchersky Scientific and Technical Center LLC (General Director: Prof. I. Majaysky, Doctor of Agricultural Sciences).
These cooperation agreements aim at student, master’s, and doctoral candidate exchanges in the fields of hydraulic engineering and melioration, as well as the exchange of young scientists and specialists. Joint grant project preparation is also planned.
The agreements also include provisions for improving the qualifications of scientific staff, sharing experiences in hydraulic engineering and melioration using modern methods, publishing joint papers, organizing scientific-technical conferences, and participating in joint scientific projects and programs of mutual interest.
2013
On November 17, 2013, the institute’s director, Prof. Givi Gavardashvili, and Prof. Yuri Majaysky signed a cooperation agreement between the Institute of Water Management and the Meshchersky Scientific and Technical Center. The agreement includes provisions for implementing exchange programs for young scientific personnel, preparing joint international grants, and carrying out project activities (see Photo 13).
On November 5, 2013, a memorandum of cooperation was signed between the Georgian Technical University’s Institute of Water Management and Tbilisi Teaching University. The agreement between the institute’s director, Prof. Givi Gavardashvili, and the university’s rector, Prof. Solomon Pavliashvili, focuses on involving the institute’s scientific staff in educating young scientific personnel at all four levels of educational programs, while university students will use the institute’s educational-scientific laboratory in the fields of agroengineering and environmental protection.
From November 15-21, 2013, the Institute of Water Management hosted Prof. Yuri Majaysky, Doctor of Agricultural Sciences and General Director of the Meshchersky Scientific and Technical Center, as well as the chief scientist of Russia’s All-Russian Scientific Research Institute for Agricultural Land Development under the Russian Academy of Agricultural Sciences. During a conversation with the institute’s director, Prof. Givi Gavardashvili, Prof. Majaysky conveyed greetings from the institute’s director, Prof. Nikolai Kovalyov, and discussed further cooperation, which was planned to be formalized by a memorandum by the end of 2013.

On December 30, 2013, the Institute hosted Professor Sergey Chernomorets from the Faculty of Geography at Moscow State University named after Lomonosov, who is also the scientific secretary of the International Association of Debris Flow. During the discussion, the institute’s director and chairman of the Scientific Council, Prof. Givi Gavardashvili, proposed extending the validity of the cooperation memorandum with Moscow State University, which was officially signed (see Photo 14).

2014
- On May 22, 2014, a memorandum of cooperation was signed at the Georgian Technical University’s Institute of Water Management between the institute and the “Association of Young Hydraulic Engineers.” The memorandum outlines the institute’s support for young specialists in the creation and analysis of new technologies within the scientific-technical process, using the institute’s hydraulic engineering laboratory to foster scientific activities.
- On May 30, 2014, a memorandum of cooperation was signed between the Georgian Technical University’s Institute of Water Management and the Yangtze River Scientific Research Institute in Hubei Province, China.
- On August 18, 2014, in Minsk, the institute’s director, Prof. Givi Gavardashvili, met with Nikolai Vakhonin, Candidate of Technical Sciences and Director of the Melioration Institute of the National Academy of Sciences of Belarus, and signed a cooperation memorandum.

On August 20, 2014, in Gorki, a meeting was held at the Belarusian State Agrarian Technical University between the university’s rector, Candidate of Agricultural Sciences and Associate Professor Pavel Saskevich, and the director of the Georgian Technical University’s Institute of Water Management, Prof. Givi Gavardashvili. A memorandum of cooperation was signed during the meeting.

2015
- From December 14-20, 2015, the Director of the Institute, Prof. Givi Gavardashvili, traveled to Sofia, Bulgaria, to establish international cooperation. The purpose of the visit was to meet with the leadership of Bulgarian state, scientific, and project firms in the fields of water management, environmental protection, and agriculture, and to prepare the corresponding cooperation agreements.
- On December 14, an official meeting was held at the offices of the scientific-project firm “PROTE-22” with the firm’s leadership and employees. During the meeting, a cooperation agreement was signed between the Institute and “PROTE-22” for joint scientific research in environmental protection and water resource regulation, preparation of project and tender documentation, and the development of international grant projects.

2016
- From March 1-10, 2016, the Director of the Institute, Prof. Givi Gavardashvili, visited Ryazan State Agrotechnological University named after P. Kostychev, where several important meetings were held. On March 4, a cooperation memorandum was signed between the Georgian Technical University’s Institute of Water Management and Ryazan State Agrotechnological University during a meeting with the university’s rector, Prof. Nikolai Bishov, Doctor of Technical Sciences.
- On March 5, a meeting took place in Moscow with Boris Kiziayev, Director of the Russian Scientific Research Institute of Hydraulics and Melioration and academician of the Russian Academy of Sciences. The discussion covered the scientific achievements of Academician Zotne Mirtskhulava in the field of melioration and hydraulic structures, and the continuation of his research. It was agreed to prepare a cooperation memorandum.
- On March 9-10, further meetings were held at the Faculty of Geography of Moscow State University named after M. Lomonosov with Dean Prof. Sergey Dobrolyubov, member of the Russian Academy of Sciences, and Deputy Dean Prof. Andrey Bredikhin. A formal memorandum of cooperation was signed following the discussions.
- From June 5-12, 2016, Prof. Givi Gavardashvili visited Kaunas at the invitation of the Aleksandras Stulginskis University. On June 8, a cooperation agreement was signed between the Institute of Water Resources and Engineering at Aleksandras Stulginskis University and the Georgian Technical University’s Institute of Water Management. The agreement includes the exchange of young specialists and joint preparation of international grants.

- From August 16-22, 2016, Prof. Givi Gavardashvili visited Belarus, where he met with the Director of the Melioration Institute of the Belarusian Academy of Sciences, Associate Prof. Nikolai Vakhonin, and the Director of the Research Institute for the Integrated Use of Water Resources, Alexander Stankevich. A cooperation memorandum was signed between the Georgian Technical University’s Institute of Water Management and the Research Institute for the Integrated Use of Water Resources of Belarus.

- On November 7-8, 2016, the Institute of Water Management hosted leading professors from Central China Normal University: Yujin Wu, Jing Luo, and Yong Zou. During the visit, a cooperation agreement was signed between the Georgian Technical University’s Institute of Water Management and Central China Normal University.

- From November 12-20, 2016, Prof. Givi Gavardashvili visited Belarus to establish scientific and educational relationships. The discussions focused on future cooperation, including exchange programs for scientific staff and doctoral students, as well as the preparation of joint international grants. On November 16, a meeting was held with the first vice-rector of Brest State University, Prof. Vyacheslav Dragan. After verbal agreements, a cooperation memorandum was prepared and signed between the Georgian Technical University’s Institute of Water Management and Brest State University.

2017
- From March 14-19, 2017, Prof. Givi Gavardashvili, Director of the Institute, was invited to Azerbaijan by the Baku Scientific Research and Design Institute of “Water Supply” to attend a scientific-technical conference dedicated to the 100th anniversary of the “Shollar-Baku” hydraulic structure, as part of Baku’s 1st International Water Week. On March 18, an international cooperation memorandum was signed between the Baku Institute of Water Supply and the Georgian Technical University’s Institute of Water Management.

- From May 9-15, 2017, Prof. Givi Gavardashvili, Director of the Institute, visited Russia at the official invitation of Ryazan State University named after S. Yesenin to attend the 1st International Ecological Forum titled “A Healthy Natural Environment is the Basis for Regional Security.” On May 10, a cooperation memorandum was signed between the Georgian Technical University’s Institute of Water Management and the Russian Scientific Research Institute of Hydraulic Engineering and Melioration named after A.N. Kostyakov during a meeting with its director, Prof. V.A. Shevchenko.

- On June 28, 2017, Prof. Waclaw Plachy from the Warsaw University of Life Sciences, and President of the Foundation for the Development of Science, visited the Georgian Technical University’s Institute of Water Management. During the visit, a cooperation memorandum was signed between the Foundation for the Development of Science (Warsaw, Poland) and the Georgian Technical University’s Institute of Water Management (Tbilisi, Georgia).

2018
- From January 18-24, 2018, Prof. Givi Gavardashvili visited Baku, Azerbaijan, to conduct work necessary for preparing international grant projects under NATO and HORIZON-2020. On January 22, a 10-year scientific-technical cooperation memorandum was signed between the Georgian Technical University’s Institute of Water Management and Azerbaijan’s National Center for Ecological Forecasting.

2019
- On January 18, 2019, Prof. Givi Gavardashvili and Prof. Eugeniusz Koda, Dean of the Faculty of Civil Engineering and Environmental Protection at the Warsaw University of Life Sciences, signed an agreement for the exchange of young scientists and the preparation of joint international grant projects.
- On December 11, 2019, a cooperation memorandum was signed at Czestochowa University of Technology between the director of the Institute, Prof. Givi Gavardashvili, and the Dean of the Faculty of Civil Engineering, Prof. Maciej Major. The memorandum includes provisions for international cooperation among young scientists, students, and faculty members under the Erasmus+ program, as well as the joint preparation of scientific projects.
